Vast tribes of merfolk live beneath its shimmering waves. Though they are every bit as sentient as the humans and land humanoids, the power of the ocean and their immensly powerful threats of sharks and storms and volcanoes prevented them from having much of a culture. They are very tribal.

Within the electric bubble lies the thriving coral metropolis of Haille, ruled by the ancient family of Delacroix, also known as the Maison de Réjouissances for their wild parties. The coral reef gives a natural home for the merfolk, with splendor that matches even Silviv, in its own way. Living organisms pamper princes and paupers alike, and a thriving nighttime culture dominates social life. The main sources of income are various crops grown underwater and fishing trade.
